Payal Tak, President and CEO

Ms. Payal Tak has over twenty years of experience in the fields of Information Technology and Telecommunications. The founder of TELESIS, she manages the company’s operations and leads business development, strategic planning, and customer communications.

Under Ms. Tak’s leadership, TELESIS has consistently delivered the promise of its tag line and has exceeded client expectations. Established in 1998, today TELESIS has become a highly successful and respected small businesses in Federal Government contracting. Under Ms. Tak’s leadership, TELESIS has established relationships with Federal government agencies, major contractors, and leading industry partners.

Ms. Tak has been recognized as “Small Business Person of the Year” by the United States Small Business Administration. Ms. Tak holds a Master of Science in Telecommunications from Johns Hopkins University.

Dave Jefferson, Vice President

Dave Jefferson serves as a Vice President of Customer Engagement with TELESIS. He is responsible for customer engagement lifecycle activities including solution development, value-based marketing, and relationship management at the company. Before joining TELESIS, Mr. Jefferson was a principal at Worldwide Information Network Systems (WINS), where his twelve years of leadership culminated in the successful acquisition of WINS by ManTech Corporation in 2011. At WINS he was responsible for strategy formulation, business development, and customer relationship management.

His career spans more than 25 years of business and technology experience in both federal and commercial markets. His expertise ranges from information technology to business operations and sales. He received a BA in Political Science at Boston University, and has earned several distinctions throughout his career including being the recipient of the Hammer Award for Excellence in Government.

Cheryl Brummell, Vice President of Programs

Cheryl Brummell serves as Vice President of Programs with TELESIS. She is responsible for directing and leading day-to-day operations within diverse information technology, government contracting, program management, and business development environments. Ms. Brummell is responsible for customer relationships and strengthening performance of teams to establish organic growth through existing projects and new business.

Ms. Brummell served in the U.S. Air Force and later was a Department of Defense signals intelligence contractor. Before joining TELESIS, she was an Executive Director at a large integrator where her 15 years of leadership culminated with profit and loss responsibilities for a division focused on providing full lifecycle IT services for Federal and State government agencies.

Ms. Brummell holds a B.S. in Business Administration, with a concentration in Project Management from Colorado Technical University. She achieved professional PMP certification from the Program Management Institute in August 2005. In addition to the PMP certification, Ms. Brummell holds an ITIL foundations certification, is a Certified Scrum Master and is Certified in the Governance of Enterprise IT (CGEIT). She is an AFCEA Leadership Forum graduate and is a member of the Project Management Institute, ISACA, and Sigma Beta Delta Honor Society.

Sonia Dua, Director of Managed Services Programs

Ms. Dua is a Director of Programs for TELESIS and manages multiple contracts to deliver Help Desk and Contact Center requirements. With over 20 years of experience in the management of programs, Ms. Dua has developed strong and lasting working relationships with TELESIS’ clients, vendors, program teams and partners. Under her leadership, her teams have consistently delivered the promise of TELESIS’ tag line and exceeded customer expectations.

Ms. Dua has successfully led multiple implementations of standardized program management methodologies at TELESIS resulting in a successful CMMI Level 2 appraisal for the company. She has also led the successful delivery of highly visible and congressionally mandated programs in support of Government agencies and as a result has earned several awards and recognitions in her career. Ms. Dua has a Master’s degree and is PMP and ITIL certified.

Dustin Goetz, Director of Homeland Security Programs

Dustin Goetz brings over 15 years of experience in program and project management for federal contracts in the fields of Information Technology, IT Security, and Operations & Management. His professional and technical expertise ranges from Certification & Accreditation, Security Policies/Procedures, and Strategic Security Planning, to large IT portfolio planning including budgeting, reporting, consolidation, operations, and strategic planning. This experience coupled with a strong sense of client/customer relations allows Mr. Goetz to fully understand, implement, and manage projects, of various sizes, scope, and complexity to successful completion while maintaining client relations and expectations.

Mr. Goetz has a Bachelor’s of Science in E-Business Management, 8-year PMP, and is certified in Project Scheduling and Risk Management. He has been formally recognized by his clients with multiple awards for quality of work, ability to effectively lead/manage project teams, and rehabilitate programs that were previously categorized as high-risk programs.

Mr. Goetz brings a wide range of client experience to the TELESIS Management team, to include Government organizations to include, but not limited to Department of Defense, various US. Intelligence Organizations, Department of Commerce, Drug Enforcement Administration, Department of Energy, Immigrations and Customs Enforcement, and Customs and Border Protection.

Bruce Thoms, Director of DoD Programs

Bruce Thoms serves as a Director of DoD Programs at TELESIS. He is responsible for directing and leading day-to-day operations within diverse information technology, government contracting, program management, and business development environments. Mr. Thoms is responsible for customer relationships and strengthening performance of teams to establish organic growth through existing projects and new business.

Before joining TELESIS, Mr. Thoms was a Senior Program Manager for a Defense Contractor where he was responsible for business development and customer relationship management. In his prior assignments, Mr. Thoms has been the Operations and Support Manager under Project Manager Mission Command (PM MC) where his hands-on leadership culminated in the successful fielding and support of the latest in C4ISR technologies to units and organizations. Mr. Thoms served as an officer in the US Army prior to joining PM MC. His career spans more than 17 years of military service and technology experience in the DoD and federal markets. His expertise includes strategic and tactical strategy development for the military and government organizations, contract administration, military acquisition, information technology, business operations and sales.

He received a BS in Management Information Systems at the University of Iowa and has a Master in Business Administration.

Ravi Tallapragada, Director of Information Technology

Ravi Tallapragada serves as the Director, Information Technology at TELESIS and manages daily IT Operations and provides leadership for IT Architecture, Planning, Design, and Engineering. He is responsible for designing and implementing projects using TELESIS Enterprise IT infrastructure to deliver IT services to corporate users, government clients, and to public end users. He also oversees development of special projects for Cloud Services, Security services, and Open FISMA.

His career spans over 30 years of experience in Engineering R&D, Technology and Business Solution Development, IT Systems Implementation, Integration, and Operations Management for U.S. commercial and government sectors. Before joining Telesis, he was a Senior Manager and Enterprise Architect for IT Systems Design, Implementation, and Operations at large Multi-National Corporations delivering complete lifecycle delivery of IT Services to the U.S. Federal government. Major highlights include: development, delivery, and supervision of large multi-year telecommunications projects for several U.S. Government agencies. He is an expert on Enterprise Architecture (EA) familiar with several EA Frameworks. He has successfully applied EA expertise to large U.S. Federal government clients’ for IT infrastructure design, transition, and planning of migrations from AS-IS to TO-BE platforms. He is also a Strategic Manager who has led and supervised technical and management staff to consult with clients to fix program delivery issues and ensure Service Excellence Delivery and QA compliance.

He received the degree of Bachelor of Engineering (Honors) in Electrical and Electronics from the University of Madras, India in 1977 and a Master of Science in Electrical Engineering from Rutgers University, NJ in 1979/80.

Alex Vanjani, Director of Contracts

Alex Vanjani serves as Director of Contracts and Pricing with TELESIS. As a member of the leadership team, He is responsible for directing all contractual and pricing activities, and serves as the liaison between TELESIS and its customers. With over 14 years of experience and successful leadership, Mr. Vanjani provides organizational contracting and pricing solutions and efficiencies, with emphasis in the development of streamlined standard contracting and pricing processes and procedures, to ensure successful contractual compliance, performance, and customer satisfaction.

Before joining TELESIS, Mr. Vanjani held various positions at other Government contractors in the Washington, DC Metro area where he managed the contracts, finance, and pricing functions. His expertise includes, but is not limited to, cradle-to-grave management of Government and commercial contracts, compliance, strategic pricing, contract negotiations, financial and contractual policies, budgeting, and cost estimating.

Mr. Vanjani has a Bachelor’s of Science in Business Administration and holds a Master’s Certificate in Government Contracting (GWCCM) from the George Washington University School of Business.

Jill Waltersdorff-Rich, Director of Human Resources

Jill Waltersdorff-Rich is the Director of Human Resources for TELESIS. She is responsible for directing the overall administration, coordination and evaluation of the HR function. With over 15 years of experience in HR, Ms. Waltersdorff-Rich is a trusted, collaborative leader focused on best practices. She is an important partner with the TELESIS Leadership Team in our efforts to establish effective systems and streamline processes.

Previously, Ms. Waltersdorff-Rich has successfully managed HR functions at two Government contractors in the Washington, DC Metro area. Her professional expertise ranges from needs analysis and project management to developing teams who provide transformational service. She considers herself a lifelong learner and eagerly welcomes new challenges.

Ms. Waltersdorff-Rich earned her MBA and MS in Management (HR concentration) degrees from the University of Maryland University College. She also holds a B.A. in English from the University of Mary Washington and holds HR Certifications (SHRM-SCP as well as an SPHR designation).
